I'm not going to prevent it, you can always go around me. However, I'm not inconveniencing myself and adding to the risk that I and the riders in my vehicle run by changing lanes and changing into a more congested and worn lane at that, just so others can more readily break the law.
Any law that requires yielding the left lane to anyone traveling at a faster rate is counterproductive to enforcing the speed limit. If one of the chief aims of the State Patrol and the legislature that gives them their mandate, is to enforce speed limits, why make a law that aids anyone in exceeding the speed limit? A house divided...
This is why the majority of states don't require anyone to yield the left lane while traveling the speed limit, unless it's to an aid vehicle. If you're going the speed limit, you should be able to drive in any lane you wish. If traffic backs up behind someone who is traveling the speed limit (and is thus also going the speed limit), mission accomplished for the State Patrol and the Legislature. Why legislate against that scenario? It makes no sense if the main idea is enforcing the speed limit, which we all know saves lives and ultimately results in faster transit times due to fewer accidents and less rubbernecking at speeders who've been pulled over.
