Have you ever confronted a neighbor about a loud pet?

This puppy was outside and whined loudly the entire night. He was whining at their back door, so I figure they had have heard it. The back door is right on the other side of our fence just across from our bedroom, so we heard it all night. We didn't sleep the entire night.

I don't want to be rude as I know new puppies take some training, so I want to be understanding, but I'm afraid he'll be at it again tonight.
