Anyone who has gotten a new puppy knows it is going to cry at night. Hopefully their neighbors are understanding about that. If they are friends or at least friendly with you, they usually will put up with a few days of annoyance while your dog goes through a transition phase.

Sounds like you are not friendly with them nor do you want to be so I get your frustration. My opinion remains the same. Neighbors put up with annoying things from other neighbors. I would suggest you try to be a good neighbor instead of an angry one and maybe it pays off the next time you need to ask them to keep it down during a party.
