This same thing happened to my bro a few years back. He got one of those cheap horns and since he worked graveyard shifts he would hold the horn over his fence and blow that thing right towards his neighbors house every night. Eventually his neighbors came by and asked what that sound was and if it could stop - his reply was "i'll stop the horn when you stop the dog."
