I'm sure they're not embarrassed. And why should their puppy issues become my
issue? That's ridiculous of anyobd to expect their neighbors to accommodate their whining puppy. I would never expect my neighbors to get a couple hours of sleep because I have a new puppy that I don't want to be inside and so it whines the entire night.

If this were an isolated incident, then that's one thing, but these idiot neighbors keep us up at all hours of the night on a very regular basis. They like to have loud parties multiple times a month, and it's very common for them to be out partying until 1AM, 2AM, or even 3AM.

An embarrassed neighbor comes over and apologizes. They don't expect others to be cool with staying up all night because of a whining puppy. Yes, a whiny puppy is part of the deal, but it's THEIR deal, not mine.
