You are assuming this "subsidy" was paid through tax money.
Now, I know that when Utah joined the conference, it received permission from the conference and University to lever its future TV revenue to issue general revenue bonds to build new facilities (soccer field, softball field, track, football practice facility).

According to this most recent report, these bonds are being repaid.

Obviously, this fell into the category of a "subsidy" because the University is filling in the gap between the athletic department's expenses and its revenue. That said, it is a debt obligation of the athletic department and will be repaid through its revenues over time. Even if the entire amount were paid by the university itself without obligation for repayment, it is important to note, that the University itself has many sources of revenue outside of the monies allocated to it from the State of Utah. Last time I looked into this in great detail, the amount coming from the State budget was less than 10% of the total budget of the University, and its use was very specific. How much of that went to the athletic department? In state tuition waivers, the same that are granted to all students, athlete or not, once the residency requirements are fulfilled. That number to the athletic department is set to be 1.8 mil in 2015.

In other words, average joe Utah state taxpayer is contributing about 60 cents to Utah athletics through the form of in-state tuition for those athletes that qualify.
