I see what you're saying, and it sounds bad, if it were a pet/tame lion housed in a zoo or fenced property. My understanding is "Cecil" was a completely wild and very dangerous animal with freedom to come and go from the refuge as he wanted. Do you have info that would suggest otherwise? If that is the case, then I don't have a problem with setting up a legal bait site to entice the animal to come close enough for an ethical shot.
Again, if these men broke, the law then I want them prosecuted. I love to hunt and try my best to obey the law and hunt honorably. In the uproar over this story, I hate how all hunters are being painted as monsters and some legitimate hunting practices are looked down on because non-hunters don't like that animals get killed.
