Incorrect. Every paper may not have specialized headline writers, but every
paper has copy editors. If there is not a specialized headline writer (which very few papers, if any, have anymore), copy editors write the headlines. They have to, because headline length, etc. affects the layout of the entire paper. Headline decisions are often made at the last minute before the paper goes to press, long after the reporter who wrote the story has gone home.
