Headlines are generally based on an article's content and point. If there are
major discrepancies between the story and the headline, the writer has a duty to his readers and journalistic ethics to fight for accuracy. If headlines consistently don't reflect stories, then the integrity of those involved need to be questioned. Sure, we all know the Trib is run by a bunch of Yewt-loving dirtbags, but for Jay Drew to continue working for them tells the reader that either he can't find a job with an organization that practices better ethics or he doesn't have much of a problem with the headlines being attached to his writing.
