IMO, the replay makes the case for "no penalty" more than for "penalty".

The blocker clearly altered Davis's path, and did it immediately before the contact. I don't know the precise language of the rule, but this seems like an obvious case of being blocked into the kick returner. It's close to a block in the back, too.
