Quality of the kids matters - service academies have the same results
BYU gets some of the highest quality character kids around, I don't think there are many people that really can argue with that fact with the HC in place.
The problem is that it also is a limitation in recruiting.
The good news is that there is enough LDS talent to make top 15 recruiting classes if you could get them all.
