What context?
Context: People understand that they SHOULD have the ability to CHOOSE 1. to have insurance or 2. NOT.
GOV, in any context, shouldn't dictate to it's people come to the house of cards and I will lay before you a single system program. That is simply being naive (regardless of context).
Now, let me CHOOSE to shop across the nation for the BEST plans for me and my family and I will pay those prices, but to have ANY entity say YOU MUST CHOOSE MY PLAN, is wrong and defers the ability for people to choose.
