Absolutely no question that Rose is in charge.
He delegates a lot, but everyone knows who the unquestioned leader is.
Most practices are conducted by assistants with Rose stepping in whenever he wants. Sometimes more, sometimes less. But he is almost always present.
Management styles vary and there is certainly nothing wrong with Rose's.
