If she can't get As in elementary she won't be able to do it later. She needs to learn the organizational skills now and build on them so she can be successful later.

I'd recommend trying a bunch of different approaches ranging from minor to drastic. Incentives, doing homework together, asking teacher to provide daily updates, eliminating her hobbies, making sure she does school before anything else.
