I willingly hire people that put HTML on their resume, and they do in fact
seem to know HTML. I think kids that's a good thing for a front end dev to know. Are you looking for something different?

Sure, if I see Angular, React, Jquery, or something else like those, I could probably assume they know HTML, but what's the harm in indicating they understand that basic fundamental? It'll make them better at using those frameworks.
