Somehow I had in mind those people who think they can still go and attend a week long seminar on HTML and then somehow go out and get a job with that. My cousin is one of those people. No college degree, high school drop out. But says he can "program."

But I'll admit, I use HTML occasionally even now. I mostly do statistical computing so I don't do a ton of web stuff. But it still has a supplementary place.
