While that may have been true 15 years ago I have a hard time believing that now
Looks, the BoT are older gentlemen but nearly ALL of them have had incredibly successful careers pre-call to service in the Church. They understand economics, they understand employee compensation principles, and they certainly understand both the financial and spiritual value of the football program (and other athletics).

Just because they understand this, doesn't mean they will always make the right decisions. They aren't going to appease the fan base, just like they aren't going to change doctrinal standards of the Church. I can only imagine the pressure they feel at being financial stewards of incredible sums of money the church brings in and to best allocate that. Sports have never been, nor will ever be the #1 priority of BYU or the Church/BoT, so they will continue to fund it as long as we can stay competitive and bring eye balls.

My guess though is that they aren't willing to use the Lord's money to keep up with the arms race of CFB.

Just opinion here, but what the BoT does with money is well thought out and VERY intentional.
