You have a fundamental misunderstanding of the HC

It's baffling to me that you can be a member of the LDS faith and be so confused about the honor code as to imply that it only gets enforced when someone gets caught.

First off, the point of the honor code is that it is LARGELY self enforced, as in "on your HONOR." Temple recommends work the same way as anyone can commit adultery and continue to have a temple recommend by lying to their bishop (as long as they don't get "caught" in a public forum as you put it). The failure of individual members to abide by the standards or be honest about their actions doesn't make the LDS church hypocritical for having the standards. If some BYU students break the honor code and lie about it, those individuals are hypocritical and need to change, not the institution.

Second, there aren't HC police out there just like there aren't temple recommend police making sure LDS members honor their covenants. The honor code office doesn't have some covert operation verifying compliance. So of all the individuals consistently breaking the honor code and lying about it, those that become public or are reported by other students/faculty are generally the only violations handled by the Honor Code office. This has nothing to do with sweeping non-public violations under the rug as it has to do with the system being an HONOR code, so of course the non-public violations don't get scrutinized.

Third, each situation is different and there is a big difference in the penalty for someone who gets caught and someone who takes the initiative to correct their error. I don't pretend to know (or care) which category Unga falls into as there are several people much closer to the situation who can be the judge of that. But to act as if you know the facts around each situation (Unga, Teo, other Teo, etc.) well enough to imply that the HC is enforced differently based on your level of skill is just foolish. Some of the finest athletes to don BYU blue have been dismissed from the team, so stop pretending there's some sort of cover-up going on. You don't know all the facts, but you're implying hypocrisy by BYU and will do so regardless of the outcome.
