I don't agree that it was declining rapidly and tanking.
It wasn't amazing, but far from that description. First take out the non lds guys and/or guys who were just never going to have any interest in BYU period. Then look at who went where. Then also consider who didn't choose BYU, but who they got instead, and decide if you can really blame them.
In 2014 they made a big deal of getting guys from all over. It was great. Then for the 2015 class they really wanted to focus heavily on in-state recruiting. Priorities changed.
IMO it was more about development than landing guys. Do you blame BYU for landing Rhett Sandlin instead of Vigil? (btw, I have no idea if the Vigil's were ever interested in BYU). If anything, it's more about talent evaluation and development. IIRC Dimick was a nobody. You have some fails like a Chase Hansen. But just look year to year and see where the top 15 or so recruits went. I don't know what you mean by declining rapidly. Utah and USU were just finding athletes and developing them.
Take a look at 2014 and tell me which of the top recruits would have actually gone to BYU regardless. Not many. That's where you start to get the fails for someone like Reid. But that's not really a case of in-state recruiting tanking.
