I think a code of conduct (even a strict one) is a great thing at a religious
institution. And I'm not saying it's a perfect plan either.
But lots of these kids are ostensibly like VERY Mormon kids as it is. And the ones that want to party and do the sex are going to party and do the sex regardless of what the code says.
Letting bishops handle it just feels like the right thing to do. They are the judges in Zion, right?
