If it was for a medical reason and you then have another season where you play less than 30% of your team’s games (rounded down, so 4 games is the max in CFB), you can get a hardship waiver for another year of eligibility. In the extremely rare circumstances where a guy misses 70+% of multiple seasons, they may give two hardship waivers. That’s what happened to Barr in the article you linked to.
Unless Hoge’s redshirt last year can be documented as tied to an injury, he won’t get a hardship waiver.
