There's an aspect of it that I hadn't thought of before, actually
The hardship waiver and the waiver of the five-year rule are not the same thing. It's actually the waiver of the five-year rule that using your RS for non-medical reasons prevents, not the hardship waiver itself.

From 12.8.1.7.1:

"This waiver may be granted, based upon objective evidence, for reasons that are beyond the control of the student-athlete or the institution, which deprive the student-athlete of the opportunity to participate for more than one season in his or her sport within the five-year period."

So basically, Taysom's hardship waiver was an easy one to grant, because the five-year rule didn't need to be waived. But for Hoge, while it appears he would qualify for the hardship waiver, it doesn't appear he would qualify for the waiver of the five-year rule. Multiple season-ending injuries (or significant administrative screw-ups, or major family hardship) have to occur for that to be waived.

That's how I read it.

But there's technically no such thing as a medical redshirt, which screws up the thinking for a lot of people, too.
