Requiring it before they could play would reduce it to being meaningless
They should apologize, but requiring it may end up with as sincere an apology as you get when you tell your kid "apologize to your sister."

I don't agree with the sentiment that the offending players owe the fans nothing; that's not true. There's goodwill attached to the jersey on their back that they did little to nothing to create and their actions actually hurt that goodwill. People watch their school (esp. BYU) because of what it stands for in their mind. I'm unaware of any school that values criminal behavior (U and Miami jokes aside), so engaging in that stuff as a player is a betrayal to any fanbase. I think the kid should apologize, but wouldn't pre-condition playing again on his doing so. Coaches can / should deal with unrepentant players in their own way.
