You still have to do it imho. It sets the standard.
Better to have them do it for the wrong reason than not at all. Hopefully they learn to do it for the right reason eventually. Not that I have all the answers, but failure to even tell a kid their behavior should cause remorse (even if they don't feel it) would seem to cause even more problems.

Maybe this should change my position on requiring apologies of players, but I don't think it does.
