You can decline one or the other but you can't keep both & decide which is the primary & secondary.
The insurance companies have agreed to make that decision uniform by saying that whichever birthday is first in the year becomes the primary. The really weird part is that the primary would require that out of pocket deductible come from you even if the other insurance would be willing to pick up the additional charges. So no matter what, you're not getting out of the out of pocket. Not sure why or how they can care where it comes from but that's what they do.
