Great research and thanks for sharing! For the sq.footage cap, I was always under the impression this was a Provo City

Council driven cap, not an internal one. When I was at the Y in the late 90's early 2000's there was animosity building (probably still there today) between certain Provo residents and BYU. I seem to recall that Provo City put in a rule to constrict BYU's growth and required the sq.footage to not increase, so new buildings could replace old ones, but could not add new classroom space beyond the sq footage at that time. Has anyone else heard this?
