When I was working at BYU Physical Facilities (same time frame) we were told it was
a BOT thing, driven by President Hinckley.
But that is just hearsay from our supervisors and my waning memory.
I can't see how the city council could instill a "cap" if BYU owns the land already. I guess they could forbid building permits or something.
But yeah, Fulton et. al had everything ready to go for the Engineering building about that same time frame, but it was the square footage rule preventing it from moving forward.
