The square footage freeze happened when Pres. Eyring was Commisioner of Church Education. I heard him telling the story of discussing with President Hinckley the need of tearing down an old building on campus and replacing it with a new one. President Hinckley sighed and wondered why buildings couldn't last longer and talked about his desire to build more temples rather than add new buildings seemingly without end at BYU. So President Eyring offered a compromise in which only buildings that had become inefficient and a cost burden due to repairs would be replaced and would not increase the overall square footage of buildings on the campus. They way he talked about it, it seemed the rule would be temporary for a few years.
