not necessarily. God and the Savior are willing to work with imperfect people...
...they chose Adam and Eve to put in the Garden of Eden knowing they would fall. When Jesus called Moses to lead His people out of Egypt, 4 times Moses made feeble excuses why he couldn't do it and yet each time the Lord offered encouragement and support until the last time when His anger was kindled towards Moses (fortunately Moses stopped making excuses). When the Lord called Jonah to cry repentance unto the people of Ninevah, Jonah ran and hid from the Lord instead of accepting the call. The Lord had His servant Samuel anoint David to be King of Israel and later David committed murder and adultery. The Lord had Solomon anointed to be King after David and he received much favor in the sight of God only to displease Him by turning to concubines and marrying women outside the covenant. Jesus called Judas Iscariot to be one of His 12 Apostles knowing what was in his heart.

The scriptures are full of examples which show that the Lord is in fact involved in His church despite His calling of imperfect men to leadership positions in His church.
