I don’t mean the government, but all of the D1 schools in that state. The compensation should be enough for them to easily cover their needs. If these athletes become involved in commercials they should get paid. Schools and students could earn money from sales of merchandise with student athletes names. 

However, I think there would need to be nationwide restrictions on bribes, recruiting restrictions etc.
