I'd argue that the intent of baseball is to score more runs than the other team.

Little league can adopt the rules that make sense for that ability and age level. Stealing isn't even allowed at all levels in little league.

I like the premium it puts on either learning how to block pitches effectively (especially if a pitcher likes to occasionally throw a breaking ball in the dirt), or maintain better control.
