There was no angle whatsoever that showed he definitely got the toe down. Since it was called incomplete, there was no reasonable way to look at the replay and say that there was "conclusive evidence" sufficient to overturn it.

I don't think his touched the ground. It may hav skimmed the top of some grass, but it never touched down.
