It's true. We've done both over the years. Cubs & Scouts.
Church scouts had its place and time, but it was time to break away. Most wards were failing. I'm optimistic for a good experience for the next year or two while our youngest finishes off his eagle in the local troop. Leaders are parents who are motivated to support it because their boys are in it. Or they just love scouting. Dont have kids with behavioral problems and no parent support. Dont have scoutmasters in their 20s with babies and young wives at home who'd rather not spend their vacation with other peoples kids.
