It isn't that simple. Since MOST people will recover anyway and it isn't standard of care to re swab everyone to see
whether they are still infected it makes it extremely difficult to know what if any effect the medication had without a huge data pool comparing those who received the hydroxychloroquine to those who didn't.

You are grossly overestimating the number of doctors that believe it works. Most hope it will or believe it might.
