Quick, mandatory testing of everyone admitted to a public event to the rescue.

Like a sporting event. If quick, accessible and accurate testing proliferates so that everyone or anyone can get tested by, say, mid April, then by May 1st start a program of mandatory testing of everyone - people infected get a mandatory two week quarantine. They get documented and carry a "dirty card" till successfully tested clean. The people who test non infected get a "clean card". Sporting events, concerts, etc are reopened and can only be attended by people with a "clean card" active within the last 14 days prior to the event.

Probably impractical though.
