I think they’re doing the best they can to follow your approach.
Testing is a limited resource.
Even if we could test 1M people a day like trump claims (doesn’t appear to be any data to back it up yet) that still leaves us 30 days away from getting 10% of the population.
And doing a clustered random sample in one city or another doesn’t give you enough data does it? We are seeing that different populations are behaving very differently in response to this virus.
