Depends on the business. Even then...
I get that the cities and counties who have done the "stay home" order have closed specific businesses, and the governor didn't necessarily do that to all businesses. But if you read the specifics of his order - it seems like he's covering the basis that people are concerned about. The issue is that people don't follow the directives - which, frankly, could be because they don't know them. Here they are:

And even local within Utah. A community like Hanksville shouldn't be treated the same as downtown SLC.
