I agree completely.
In the explanation of the governor's directive, he essentially says that people should stay home except for essential activities. That people shouldn't congregate with people outside of their own household. That businesses may stay open if they are able to take action that will keep their employees and potential clients safe - while recommending that workers be able to work from home if possible and that there should be separation if not.

Short of the much more restrictive orders some states/cities have given that have essentially said no one can leave their home, governor Herbert basically did the same thing while calling it a different name so that it wouldn't sound like we're at war (his words).

But I don't see anything different in what he's directed and what many states with stay at home orders have. Right down to the idea that going outside to exercise is fine, so long as you don't congregate.

I'm not sure why people are so uptight about Utah not calling it something different and all I can think of is that they haven't actually taken the time to figure out what WAS directed. And I admit - that some folks aren't following the governor's directions. But I'm guessing that would be an issue even if he changed the name of it.
