chilango Intervention Needed
Most shelter-in-place and stay-at-home orders require all places of business to
close, other than those designated as “essential” — typically food/groceries, healthcare, gas stations, some government, plumbing/electricity/critical repairs, and maybe a few more. All other places of work have to close, along with anything else that requires people to congregate, including worship services (though Florida and a few others exempted churches).

These were the biggest differences in the 2 states in which I experienced it (I’m moving and in the middle of relocation).
