Procedures? How about elective procedures on people near end of life, or who have extensive co morbidities? We spend a HUGE amount of resources on care that would be considered frivolous or non essential for basic living in many of those counties. You cite Canada, have you ever lived in Canada and experienced their system? I have... as much as I think the US system needs a re vamp I would choose rhe US system every time.
