The issue is the whole region is massive and not cheap......
I don't think people would have issues leaving if there were obvious places to go in the surrounding areas. But even the places where you'd think you could get some yesteryear Utah prices....Wyoming and Montana....are actually more expensive per sq. ft. I believe....maybe you get a little more land. Idaho and New Mexico aren't big enough discounts. Arizona and Nevada are in range. People in mass don't move 1000's of miles away from anywhere from family just for kicks. They go from NYC to Jersey, or Los Angeles to the Inland Empire or Vegas. Utah doesn't really have those outlets nearby where you move and get great deals comparatively.
