It’s not a passing lane. It’s the carpool lane.
If I am going 5-7 mph over the speed limit and it makes sense to settle into the carpool lane I will do so regardless of whether I’m going faster than those in the passing lane.

People dont refer to it as the “left lane”. They call it the “fast lane” which should be grounds for losing your license
