This is not correct. It is referring to knee wraps not wrist straps. Wrist
straps are not allowed in a powerlifting competition but are sometimes allowed in strongman. Knee wraps are elastic wraps that provide knee support and generally add a small amount to how much you can squat.

What does "with wraps" mean and is that more difficult than without wraps? And whats does raw mean in this context?
