A body is not like a car where you can just swap out parts
The last thing you want is to have surgery and still have the problem. Symptoms may scream gallbladder but also could be ibs or any number of a host of things that it sounds like he has appropriately been tested for.
That being said, I have seen a number of HIDA scans reported as normal but the patient had significant similar pain during the injection phase, during which case I would wholeheartedly agree to get that thing out.
