At that point you might as well build from scratch
I'd probably go with 12 teams then

Western Division has
Boise
BYU
UNLV (terrible team, but big market, large student body, great new facilities)
SDSU
Houston
SMU

You've got Boise as a top team, BYU and Houston as near-peers and SDSU and SMU that occasionally rise to the top. And huge markets with Dallas, San Diego, Houston and Las Vegas. Plus natural rivals Boise/BYU, SDSU/UNLV, Houston/SMU

Eastern Division has
UCF
USF
Memphis
Cincy
...and two more, maybe Army/Navy? App State/Marshall? Tulane/Louisiana?

Again you have a combination of strong top teams (UCF, Cincy, Memphis), spoiler teams (App State, USF, Marshall), big markets (Orlando, Tampa, Cincy, New Orleans) and natural rivalries (UCF/USF, Memphis/Cincy, and whatever 3rd pairing)

But to make it all happen would be a logistical nightmare.
