I believe our president advises that in those circumstance, you should...
...walk out onto your back porch and fire two blasts from a double barreled shotgun into the air.
While I'm not a fan of most of his policies - I do believe that in this case his idea would be extremely effective as far as keeping this particular neighbor out of your backyard.
There may be other unintended consequences - but I'm pretty sure it would keep the neighbor away.
