If you read the OP and his follow ups it's clear he has a neighbor sneaking
around his house after dark trying to peer into windows, including his daughters window. If that's not worthy to get law enforcement involved I don't know what is. How can a Father just pretend that's not happening. It actually makes sense it's someone he knows, as they would know him and his daughter. This is a really sad OP, I'm glad he caught him.
