Ive heard there is a lot of fresh water on earth
The problem is getting water to the places it needs to be.
I don’t know the answers to these questions- but why not take a glacier that could fall into the ocean anyway- and create man made lakes and rivers or to backfill Havasu or places without water in the global south.
