I haven't looked into the accuracy of the history of the SRP, but I've heard
that it was pushed through by Teddy Roosevelt in a way that could not be done today. Essentially, he steamrolled the project through quite a bit of opposition that would significantly limit or halt it today.
Again....2nd hand info from a presentation by a Roosevelt scholar; not sure on the accuracy.
