I don't think this is correct. Phoenix is not at risk at all and has never had
any sort of restrictions that I was aware of both in terms of drinking water and water for lawns, crops, etc. The reservoir water is banked for dozens of years in advance and not dependent on year over year rainfall that dictates annual usage.
